The annual Frank Mots Kite Festival, now in its 31st year, returns to the lakefront this weekend with two full days of kite-flying.Kite teams and professional fliers will have demonstrations Saturday and Sunday. Among those scheduled to appear are Team Pegasus from Puerto Rico; the six-person Chicago Fire team; and I-Quad Revolution, another six-person team whose members maneuver four-line kites.Yves LaForest of Montreal will be flying two kites that have become familiar features in the sky during these waterfront festivals: a giant octopus kite and a giant bear kite. Other professional fliers to watch for include Martin Blais of Tennessee, flying a network of 16-foot banners; and Ron Gibian of Fresno, Calif., flying a set of hand-designed kites.
